.Net 4 Framework Dependency Download Option

I have previously been directed to forums/threads/30046-Dependency-module-.NET-Framework-4.0 in order to add framework 4 installation. I'm trying to implement the “download” alternative.
For installer location I have entered ftp://softwarebureau.ftpuk.net/SSIns...Full_setup.exe and for test connection site ftp://softwarebureau.ftpuk.net/SSInstall
The SSInstall ftp directory has read access and is listable.
I have both dotNetFx40_Full_setup.exe and dotNetFx40_Full_x86_x64.exe in the SSIntall ftp directory (although am not sure whether the latter is required).
When I try to install (on freshly setup 32 Bit Windows 7 Virtual Machine) the setup.exe appears to download ok. It recognises that .net framework needs to be installed but then complains that “.Net 4.0 cannot be installed due to the following requirements: – could not detect a valid Internet Connection”. I've tried changing the test connection site but this makes no difference.
Following files attached 1) error message 2) image of dependency settings 3) txt file of MSI Factory Build
Any ideas of what else I should try or what I'm doing wrong?
